Propeller Cable to PSU Installation

EXP119 engine and an Aero Technology PSU5000X governor.
With the plans page 50-3 called for AN3-10 bolt and washer stack I can’t get it tight enough to install the cotter pin.
With an AN3-11 bolt I get an interference between the bolt stack and a bolt on the PSU.

What am I doing wrong?
