I assume the remediation is filing skin although maybe I could abandon the two positioning holes, trim the area around the VS spar deeper, then pull the fairing forward

Here's a photo of mine showing width of the horiz. stab. skin there -- gives an idea of how much should be left (stab. is UP so clearance is at minimum). I'm guessing trim the skin, rather than the stinger fiberglass.
