Spark plug wire grommets

Looking for conventional method and tips when installing these type plug wire grommets. Pics show what I've done on a piece of scrap. My questions in particular are:
(1) I assume I will nutplate for the two screws that hold the grommet halves to the baffle?
(2) Which side of the baffle(interior or external to engine space) to place the major part of the grommet? One side fits flush, and one doesn't.
Open to all thoughts/suggestions or pics! Thanks so much

or a bolt/washer-washer/nut combination. A bolt/washer/nutplate is easier to service however.

Put the "flange" on the exterior of the baffle wall(s)

Nut plates are great; however, I can’t envision a time when you’d ever mess with the subject grommet where you wouldn’t have access to both sides of the fastener.

Make your choice and roll. This one just ain’t gonna matter.
