Rudder Trailing Edge Riblet

I am rebuilding my rudder due to reaching my personal crack limit at ends of the stiffeners. Many years ago in the old RVAtor issues there was someone who added a small rib at the trailing edge of the rudder and elevators that tied the stiffeners together. I can't find the article. Does anyone have access to the 25 Years of the RVAtor and would be willing to look up that article and send it to me? Or has anyone done something similar and have pics?

Another common fix is to apply a small blob of Proseal to the trailing edge of the stiffeners so it bridges the two skins together to kill skin oscillating
You can also Proseal the front end of the stiffeners to bridge it to the spar, killing crack potential there.
