Had to remove floor board to gain access to flap motor. Spar bolts are easy to get to. Does someone know off-hand what the torque value for the big (AN-6?) and small (AN-3?) are?

the Van's RV-6 'preview plans' has a bolt torque chart. I'd think you'd find the same in the front of the RV-4 preview plans.

Does this account for locknut drag?

The numbers do not include drag. Add that to your torque values. On AN3, I add 6 inch lbs and settle on a torque reading of 30 inch lbs as my goal. Close enough and easy to remember....
Test a few lock nuts to determine your add on values. A beam-style torque wrench is easy to read for those tests.
