Do the control cables, ie, prop and alt air, on the -14 need to go through the fire sleeve on the firewall with the wires?

Need to? Probably not. Whatever path works.
I used these.
Bowden Cable Firewall Pass Through

Standard Vans Bowden cables use #4 fittings.*

AN819-4 AN FITTING
AN832-4 STEEL FLARED UNION
AN818-4 STEEL NUT
AN924-4 Steel AN Fitting
3/16" or 1/4" Brass Ferrule
Stainless washers
 
Do not run wires in the same "conduit" or through the same holes as fuel lines or control cables.

Wiring, fuel lines, and control cables each need their own individual conduit and/or pass throughs.

The plans have control cables and wiring going through same firewall passageway.

Regardless of what the plans say, this is NOT good practice. Cables can and do "move". This movement can easily chafe through wiring insulation.

Some plans also say to run ELT antenna cable through bulkheads; It is still NOT good practice. In an accident, bulkheads can easily buckle and cut through the antenna cables making the ELT useless.

OK. Makes sense. So, perhaps run cables separated from wires through two passageways, one inside the other. For example, the main passageway is 1-1/4" ID, and the wire conduit is 1" OD. The wires are in the 1" OD conduit, the cables in the 1-1/4" conduit.

I'm just trying to minimize the number of holes I cut in the firewall.

If everything passes through the same hole then that will mean less direct paths for at least some of the runs. Think about the origin and destination for each wire and what path will it follow. Also consider separating wiring for low voltage/current signals from other wiring that carries higher currents.
