Looks like it might be an Andair fuel cap:

Looks like an Andair, see photo below, but Newton makes one that looks identical but measures maybe1/16 difference in depth. They will fit into each others retainer but one will sit proud or to deep. The Andair's logo is on their retainer (the part installed in the wing).
