AOPA flight planner

When using the AOPA flight planner, does the 'compare altitude' show MSL or AGL altitudes? Seems selecting 2500' in Tulsa to Denver would be AGL otherwise I would be flying into the ground. But one feature is inputting aircraft capability (17k) should limit the resulting selected altitude (like flying 10K above Leadville). I'm just not clear what the results are telling me and the user manual does not seem to address this. Thanks!
