Flush rivet question on W-1216 Hinge Brackets

I ran into a bit of an issue with the W-1212 hinge brackets assembled on page 14-02 of the RV-12iS KAI. There are two AN426AD4-6 flush rivets on each bracket and the holes are countersunk on both sides for these two rivets. I tested my holes with the manufactured heads of the rivets and got them perfectly flush (my best countersinking job in this entire project), but when I squeezed the rivets the shop head isn't even close to flush. It's raised 0.025" on all 4 rivets. Has anyone else had this problem and what did you do?
 
I was at this stage when I did the factory tour and the 2 demo 12's weren't perfectly flush.

I wasn’t able to get mine flush either and the flying example at my airport also had them with a slight protrusion as well.

Mine were not quite flush either as I recall.
They do not cause an interference problem on my aircraft.
 
Shave them down if interference, when I worked the airlines we had a rivet head shaver which is kind of like a spot face tool... if the flush heads stuck up too much or doing double counter sinks.
 
I got a reply from Van's saying that my situation is "perfectly acceptable". I poked around in the online plans since I don't have the finish kit yet and found that the flaperons will be attached to these hinges on page 38-02 a year or two down the road. Two NAS1149F0363P washers are placed on each side between the hinge and the flaperon bracket, and since each washer is at least 0.053" thick, there shouldn't be any contact between the rivet heads and the brackets.
