Plans say "four holes" but the drawing indicates only three. Which is it? Or am I missing something here?

The 6 holes you highlighted correspond to the DO NOT RIVET YET arrow. The 4 holes to drill are the 2 holes on either side where the arrows point to. Follow the 4 arrows to the holes and you should be good.

I think it’s four total, 2 top and 2 bottom for the blind rivets.
