Any tips on making small angle changes on the Whirlwind ground adjustable prop?

My prop has a lot friction to overcome even with the bolts fully loose.
When I try to make a small change , ie 0.2-1.0 degress the applied force makes me overshoot

Build a tool from wood with rubber padding that will give you some leverage. Use a laser light taped to the protractor in conjunction with marks on floor to adjust the pitch. I did mine with the hub bolts fairly snug but still allowing some movement. The blade tool allows fine adjustments.
Airplane leveled and securely chocked. Leveling can be done at the front face of the hub. The laser beam should be approximately 45 degrees to the floor.
