To reduce couple rivet heads Dremel would work if you are handy. They have tons of nice attachments. If it's sitting very proud drill it out carefully and reset.
 
All you need is a "rivet shaver bit" for your micro-stop -- such a bit is not that expensive (aircraft cost-wise ;)) and is a useful tool to have in your aircraft building toolbox.
 
Thanks for nice suggestion. Any particular Dremel attachment you?ve found that works well? I may try both of these suggestions and practice on some spare material.

I have found that a maroon scotchbrite/roloc disc ripoff from Harbor Freight in a right angle die grinder works amazingly well for lite rivet reduction. Very controlled removal.
