Flat washers
I would say flat washers; because star washers normally go against the nut or screw head and "bite in" to help prevent it from coming loose.
A flat washer between the panel and the D10 will centre the loads on the studs, just in case the panel is not perfectly flat (and so avoid potentially uneven pressure on the D10 frame.)
