Inboard tank stiffener T-1011 question

On the -10 tanks there are 2 stiffeners in the inboard bay, made from the same stock as the other stiffeners.

They get clecoed in place, then match drilled to the one new hole.
The instructions say to cut the stiffener 1/4” from the center of the new hole.

This intersects with the pre punched hole and doesn’t leave proper edge distance.

Am I missing something?

Edge distance is 2D from the center of the hole. So for a 3/32 rivet you need 3/16 which appears to be exactly what you have.
Just trim the stiffener to length to remove the inboard most hole. 3/16 or 1/4 don’t really matter for there.
It’s just shortened to make sure all the proseal in the corner dosent stop fuel flowing aft.
