Carb adjustment 0-320

Dear List,
I have seen a couple of 0-320 powered RVs have an issue when you try to shut the engine down by going full lean on the mixture and the engine will start to die and then chug along (barely running and very rough) and not shut down. When I raise the RPM to around 1200 to 1400 and pull the mixture to cut off the problem goes away and the engine will shut down.
I have been told that a p mag may cause this (recently upgraded from an Emag to a Pmag) but it seems a bit like an idle mixture adjustment issue. I have leaned the idle mixture which seems to help but the issue persists. MA-4SPA carb with upgraded floats and about 400 hours since overhaul.
Any ideas on things to look at would be appreciated.

try adjustment of mixture control first. lever on carb should fully hit stop before mixture fully extended
