No Balsa!!

Yeah, whoever built it should not have used balsa. It swells considerably. Might have rework as Dan mentioned. Not a huge job but your paint will be messed up. There are a few options there.

Sika'ing the skirt

The problem with attaching later with Sika is that Sika requires space for proper adherence. I guess you could build a fillet around the end that contacts the canopy. Seems like a lot of extra work.

Catalyzed fillers don't shrink. Something like Stanton in the tub will shrink.

Epoxy and micro works but difficult to get that perfect feathering blend. The 416 works great for this.
