One more option would be to make a small ďdoublerĒ to sit between the flange and the skin. Upsize rivet to accommodate. But even that is overkill imo.

Caveat..

As long as you are bringing the flange to the skin and not the skin down to the flange I think you’ll be fine.

I used the fly cutter in a drill press I bought....

I used the fly cutter in a drill press I bought. It did the trick. Just take your time it might not cut all the way through immediately. And clamp the rib down tightly.
